The project included the supply, installation and management of, and the provision of technical support in, the hardware and software required for the automation of the Regional Cabinet, in order to improve its accounting and administrative management systems, its overall document management system based on IT protocol, as well as its web-TV and collaboration systems for all system users.

The improvement effort was particularly focussed on the interaction of the various applications in a Service Oriented Architecture (SOA) whose core was an Enterprise Service Bus system (built around the open-source product Apache Service Mix). The ESB is used in the management of the internal processes of the regional authority as well in its interaction with external bodies, by using such standards as a domain port and an e-gov envelope for message exchange.

The innovative elements, on the other hand, include:

• A service-oriented application architecture interoperating with other public agencies
• Use of advanced, participation-based communication tools complying with the new social-network standards
• A user-centric approach intended to maximise user experience 
• Use of open source solutions in accordance with recommendations issued by the CNIPA (National Centre for IT in Public Administration)
• Redevelopment of the data centre with “GREEN-IT” technologies
